Establishment of ordinances

  • An ordinances is a norm which a local council can decide on office work belonging to its authority within the scope of the law.
  • Generally, ordinances stipulate the matters on inhabitants' right and imposition of obligation and interior organization of autonomous organizations and their management.

Procedures for ordinance establishment

Resolution
By the magistrate of a county or over one fifth of the members on the register
Deliberation
Explanation of proposed bill, response to inquiries and discussion and article-by-article deliberation
Voting on a bill
With the presence of more than half the members on the register and pros of more than a half the present
Transfer
Chairman transfers the passed bill to the magistrate of a county within 5 days from the resolution day
Proclamation
A magistrate promulgates within 20 days
