01 Issuance of hearing tickets

Hearing tickets are issued by the Secretarial manager under the direction of the chairman.

02 Limitations to hearing

Those belonging to the following are not permitted to have hearing

• Those who carry lethal weapons or dangerous items
• Those who smells of alcoholic beverages
• Those who are judged to be mentally abnormal
• Those who are acknowledged to behave suspiciously or who are feared to an interruption to keeping order
• Chairman by his/her jurisdiction can limit hearing for keeping order

03 Hearers' observances

A hearer is not allowed to do the following act

• An act to make access to the meeting room
• An act to wear hats or coats
• An act to carry or bring in items irrelevant to a meeting
• Food intake or smoking
• An act of running through papers or other books
• An act of sound-recording, video-recording or photographing without a chairman's permission
• An act of showing pros and cons openly or clapping toward a speaker's words
• An act of other disturbances to interrupt a meeting process

Individuals or groups who wish to hear are requested to contact the council secretarial department.
